Особенности применения пониженных тарифов страховых взносов субъектами МСП
ФНС выпущены разъяснения о порядке применения таких пониженных тарифов (см. Письмо ФНС России от 29.04.2020 N БС-4-11/7300@
«О применении норм Федерального закона от 01.04.2020 N 102-ФЗ «О внесении изменений в части первую и вторую Налогового кодекса Российской Федерации и отдельные законодательные акты Российской Федерации»).
С 1 апреля 2020 года для плательщиков страховых взносов, признаваемых субъектами МСП, в отношении части выплат в пользу физлица, определяемой как превышение над величиной МРОТ, применяются пониженные тарифы страховых взносов (ставки страховых взносов приведены в информации от 06.04.2020).
В приложении к письму ФНС изложен алгоритм исчисления страховых взносов субъектами МСП.
При этом ФНС отмечает:

величина МРОТ является фиксированной (прим.: на 01 января 2020 величина федерального МРОТ – 12 130 рублей). Ее размер не увеличивается на районные коэффициенты и процентные надбавки за работу в районах Крайнего Севера и приравненных к ним местностей, которые предусмотрены трудовым законодательством и являются частью оплаты труда работников.
Также на сайте ФНС (https://www.nalog.ru/rn27/news/tax_doc_news/9736752/) размещена информация, что пониженной ставкой страховых взносов работодатели не смогут воспользоваться по сотрудникам, которые работают неполное рабочее время (неполный рабочий день (смена) и (или) неполная рабочая неделя, в том числе с разделением рабочего дня на части), если ежемесячные начисления выплат (вознаграждений) в отношении таких сотрудников меньше МРОТ (даже при условии что оклад выше МРОТ).

плательщики страховых взносов вправе применять пониженные тарифы страховых взносов, при условии внесения сведений о них в единый реестр субъектов малого и среднего предпринимательства (далее — реестр МСП).
В случае включения предприятия в реестр МСП в середине года, то право применять пониженные тарифа страховых взносов возникает с 1-го числа месяца, в котором сведения о них внесены в реестр МСП, но не ранее чем с 1 апреля 2020 года.

Перенос сроков предоставления резидентами справок и документов по валютным операциям.
ЦБ РФ выпущены разъяснения о порядке предоставления резидентами документов, связанным с осуществлением валютных операций (см. Информационное письмо Банка России от 17.04.2020 N ИН-014-12/71 «О применении отдельных положений нормативных актов Банка России в сфере валютного контроля на период с 30 марта по 1 июля 2020 года», Письмо ФНС России от 23.04.2020 N ВД-4-17/6910@):

в срок представления резидентами предусмотренных Инструкцией Банка России N 181-И справок о подтверждающих документах, а также документов, связанных с проведением валютных операций, не включается период с 30 марта по 1 июля 2020 года (включительно). Таким образом, такие документы должны быть представлены в уполномоченные банки по 22 июля 2020 года включительно;

ЦБ РФ отмечает, что перенос сроков не распространяется на обязанность соблюдения резидентами требований Инструкции N 181-И в отношении порядка и сроков проведения валютной операции по списанию денежных средств со своего расчетного счета, а также постановки импортного контракта на учет в уполномоченном банке.
